This week, the Law on emergency health care for small businesses ( SBHRA) (S. 1698 and HR 2911) received much needed attention by politicians in Washington. In the two committee hearings in the House and Senate, the positive impact of this legislation will have on small businesses struggling to provide affordable health benefits was front and center.
In the Ways and Means Committee House, Representatives Charles Boustany (R-lA) and Mike Thompson (D-CA), co-sponsors of SBHRA, stressed that without access to settings health reimbursement (HRA), small businesses are at a disadvantage when trying to provide affordable health benefits to their employees.
In the US Senate Committee on Small Business and Entrepreneurship, Senator David Vitter (R-AL) described the financial burden of health costs imposed on employees and how to restore the HRA will a powerful solution for an employer to help offset these costs.
If adopted, the law on small emergency health care companies would constitute an exception to certain requirements of the group health plan to allow small businesses to use pre-tax dollars to help employees to purchase policies of individual health insurance market, and other medical expenses out of pocket. It would actually boost the use of autonomous HRAs for small businesses!
The legislation is widely supported by eighty-one fourteen representatives and senators. In addition to Zane Benefits, a number of small business lawyers are fighting to pass this law, including the National Federation of Independent Business, the National Retailers Association and the National Association of Manufacturers, among many others .
We are encouraged by these positive steps, but the fight to pass the Law on emergency health care for small businesses is far from over and we still need your help.
